The mission of the Morris County Communications Center is to serve and protect the public and the first responders who dedicate themselves to our communities by providing the vital communications link between those responders and the people and towns they serve.

The Communications Center was established in April 2006 by the Morris County Board of County Commissioners.

It now serves 23 Morris County municipalities as the primary agency to answer all 9-1-1 calls and to dispatch local police, fire, and emergency medical personnel. 4 The Communications Center provides the communications needs of 4 County of Morris law enforcement agencies and 2 federal agencies. The Communications Center serves as a back up to all other Morris County municipalities for the overflow of 9-1-1 calls. The Communications Center provides 9-1-1 emergency call taking and pre-arrival medical instructions for another 4 municipalities that maintain their own dispatching facilities. The Communications Center dispatches 7 additional Fire and EMS departments as well as the federal Picatinny Arsenal Fire Department to all emergencies on the Army base.

The Communications Center provides a County-wide law enforcement records management system which allows the participating police departments to prepare the investigation reports and share information between departments. There are 29 police department utilizing the records management system and sharing data.

In 2022 the Communications Center processed 682,577 requests for service and answered a total of 415,717 phone calls, inclusive of 92,193 9-1-1 emergency phone calls.

That work is done by 112 dedicated employees who carry out the vital mission of the Communications Center seven days a week, 365 days a year.

The Morris County Communications Center was honored for its fine work when it received the prestigious Commission on Accreditation for Law Enforcement Agencies (CALEA) Communications Accreditation certification on July 15, 2015. That accreditation recognized the Center for adhering to more than 200 best practices in public safety communications.

The Morris County Communications Division is scheduled for an on-site assessment as part of a program to achieve on going Accreditation by verifying it meets professional standards.

Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), the Accreditation program requires agencies to comply with state-of-the-art standards in four basic areas: policy and procedures, administration, operations, and support services.

Additionally, the Communications Center received Accreditation certification status by the New Jersey State Association of Chief’s of Police in March 2023 recognizing the Communications Center for adhering to communications best practice.

The Communications Center training program is certified by the APCO 33 meeting training standards promulgated by APCO International the world’s oldest and largest organization of public safety communications professionals.

The Communications Center is certified by the National Center for Missing & Exploited Children since 2022 complying with all applicable requirements of their Missing Kids Readiness Program (MKRP) for receiving reports of missing children.  

In June 2023, the Communications Center was awarded by the Accreditation by the International Academies Emergency Dispatch® (IAEDTM) Accredited Center of Excellence (ACE) for meeting performance standards in emergency medical dispatch, the 318th Communications Center worldwide to achieve such status.

In August 2023, the Communications Center was awarded by the Accreditation by the International Academies Emergency Dispatch® (IAEDTM) Accredited Center of Excellence (ACE) for meeting performance standards in police dispatch, the 31st Communications Center worldwide to achieve such status.

 

Online Reporting

Multiple towns throughout the county (listed below) allow citizens, customers or any victim of a crime that occurred within municipal limits to file police reports online. After completing all required information, you will be able to print a copy of the information that you submitted.

If the incident you wish to report is an emergency, a crime in progress, or involves any type of injury, do not submit the report online: dial 9-1-1. Domestic violence incidents do not qualify under the online reporting criteria and must have an officer respond.

If you are unable to determine if the incident is related to Domestic Violence and not in progress, dial the local police non-emergency number to have an officer respond to your location. For any incident that requires a police officer to respond, dial the police non-emergency number.

The loss or theft of prescription medication or narcotics cannot be reported online.

It is a crime to make a false police report. All instances of false reports will be prosecuted.

This online reporting system is only to be used to report a set of limited criminal incidents with very specific criteria listed below:

  • Criminal Mischief
  • Harassment
  • Lost Property
  • Property Damage
  • Theft of Property
  • Fraud/Credit Card/Financial Identity Theft
  • All Other Non-Emergency

The Morris County Communications Center currently provides public service answering for 25 towns under the county’s communications network umbrella. 9-1-1 calls made to emergency call takers in those would trigger Smart911 information displays.
