The Office of Community Development serves 38 municipalities of Morris County through its administration of the:

  • Community Development Block Grant
    • CDBG grants are available to non-profits and participating municipalities applying for grants to fund activities within the realms of infrastructure and improvements, services, facilities and creation of affordable housing.
    • REVISION to the CDBG 2022 Application: Please note, the CDBG 2022 Application was modified on Nov. 17 2021 to reflect the following changes:

    Page 2 – Box 7 explanation of ineligible costs reflects the allowance provided in 2 CFR Part 200 for indirect costs.

  • HOME Investment Partnerships
    • HOME grants are similarly available and target activities involving the creation of affordable housing; the Office also funds a Tenant Based Rental Assistance program.
  • Emergency Solutions Grant
    • ESG is geared toward providers dealing with homelessness. 

The Office’s Homeowner Housing Rehabilitation Program(PDF, 3MB) (El Programa para la Reparación de Viviendas(PDF, 3MB)) serves to maintain affordable housing by enabling homeowners, experiencing major systems’ failures, to remain in their homes; it also assists towns in satisfying their affordable housing obligations.

Please be advised that the Department of Human Services, Division of Community & Behavioral Health Services, Office of Community Development will conduct a hybrid Public Needs Hearing to obtain comments on the community development and affordable housing needs for the County’s FY 2024 Annual Action Plan. The County anticipates receiving approximately $1,906,537 in CDBG funds, $1,033,320 in HOME funds and $168,904 in ESG funds. The hearing will be held on Wednesday, January 31st at 5:30pm at the Morristown and Morris Township Library in the Boardroom::

This hearing will provide an opportunity to:

1.         Obtain the views and comments of individuals and organizations concerning the County's housing and community development needs.  The information gathered will be used in the preparation of the Annual Plan elements for Fiscal Year 2024 CDBG, HOME and ESG Programs.

2.         Provide an opportunity for citizens and organizations, non-profits and participants to make requests for funding for projects or suggest activities that could be funded with CDBG, HOME and ESG funds that would meet community needs.

3.         Review the County’s CDBG/HOME/ESG Program Performance for FY 2023 and provide an opportunity for the public to comment on program performance.

Notice is hereby given that in accordance with the Federal regulations at 24 CFR Part 91 and the County’s Citizen Participation Plan, Morris County has prepared the FY 2022 CAPER for the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program (HOME), and the Emergency Solutions Grant (ESG) Program. The County is part of Morris County-Parsippany-Troy Hills Consortium.

SUBSTANTIAL AMENDMENT TO FY 2019 ANNUAL ACTION PLAN

FOR ESG-CV FUNDING

Notice is hereby given that Morris County Department of Human Services, Division of Community & Behavioral Health Services, Office of Community Development is amending its Emergency Solutions Grant (ESG-CV) budget. This funding is authorized by the FY2020 CARES Act supplemental funding legislation.
The County has identified additional operating expenses incurred by its emergency shelters during the COVID-19 pandemic.  The revised program budget is as follows:
Emergency Shelter - $841,751.00

Street Outreach - $115,000.00

Rapid Rehousing $ 947,816.00

Homeless Prevention $ 25,000.00

Administration $ 151,071.00

Homeless Prevention and Rapid Rehousing expenses include rental assistance, rental arrears, utility assistance and utility arrears for homeless individuals and families or households at-risk of experiencing homelessness. Emergency Shelter expenses include payment of bed nights, motel nights, staff time used to operate emergency shelter programs, and other expenses related to needs while in emergency shelter situations.

Administrative expenses include staff time to administer and implement the program in accordance with federal regulations.

The preparation of the Annual Plan is a requirement for direct assistance under certain HUD funding programs, including the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) Program. This notice also includes the proposed use of FY 2021 and FY 2022 HOME CHDO funds in the amount of $271,862, FY 2018 HOME funds in the amount of $70,000 and FY2020 HOME funds in the amount of $45,702.

The County of Morris is receiving $1,906,537 of 2023 Community Development Block Grant (CDBG) funds. Of the total funds expected to be available for 2023 activities (exclusive of program administration), 100 percent will be used for activities that benefit low/moderate income persons. Under the Morris County Community Development Program, County-wide project locations exclude Dover and Parsippany Troy-Hills.

FY 2023 CDBG estimated awards include funding for the following project types:

  • Public improvements: $274,555
  • Public facilities: $200,000
  • Affordable housing and rehabilitation (includes service delivery): $764,695
  • Public services: $285,980
  • Program administration: $381,307

The County of Morris is receiving $1,033,320 of FY 2023 HOME Investment Partnerships Program funds with an additional $271,862 of prior year CHDO funds (FY 2021 and 2022) available to allocate and $70,000 of FY 2018  HOME funds and FY 2020 HOME funds in the amount of $45,702 to allocate.

FY 2023 HOME estimated awards plus HOME funds and CHDO funds from previous years include funding for the following project types:

  • Affordable housing development/rehabilitation: $726,984
  • Tenant based rental assistance: $163,718
  • Community housing development organization activity $426,850
  • Program administration: $103,332

The County of Morris is receiving $168,904 of FY 2023 Emergency Solutions Grant (ESG) Program funds.

FY 2023 ESG estimated awards include funding for the following project types:

  • Emergency Shelter Operation and Outreach: $93,742
  • Prevention and Rapid Re-housing: $62,495
  • Program Administration: $12,667

DISPLACEMENT POLICY

The County of Morris has established a policy on Displacement and Benefits. This policy applies to all involuntary, permanent displacement resulting from CDBG activities. As a policy, the County will minimize displacement by limiting activities to those that do not require displacement. If displacement is required, the County will comply with the Uniform Relocation Act (URA). If the URA is not applicable, the County will provide reasonable benefits including prompt notification of possible relocation, referral assistance and advice and counseling if needed.

The Morris County Commissions are expected to approve the Annual Action Plan at their regularly scheduled meeting on May 10, 2023. This meeting will take place in the Public Meeting room, 5th Floor, Administration and Records Building, Morristown, NJ at 7:00pm. Following approval of the Annual Action Plan, the County anticipates submitting the Plan to HUD on or before May 16, 2023.

The Township of Roxbury-ADA Ramp Project will remove barriers to 35 ramps across the community.

Township of Pequannock- Ryerson Ave Reconstruction will Street improvement to include milling and paving, replacement of curbs with ADA compliant and reconstruction of sidewalks. Drainage Improvements.

Borough Victory Gardens - Improvements to Washington Ave will mill and pave Washington Ave, including curb replacements, speed table replacement

Lincoln Park Borough - Maturan Ave Water Main Replacement will replace 850 feet of water main and construct a fire hydrant

The Borough of Rockaway - Brook Street Watermain will replace the existing 550 linear feet water main along Brook Street, replacing existing fire hydrants.

Borough of Butler - Belleview Ave Watermain will replace 940 feet of water main on Belleview Ave. restore looped water feed.

Thomas Street Supportive Housing development of permanent supportive housing.

Project Location:  Thomas Street, Borough of Wharton

Estimated HOME funding: $184,602

Chatham Family Apartments will involve construction of 63-unit affordable housing development with 11 HOME units.

The County has determined that the projects listed above will have no significant impact on the human environment. The proposed new construction townhouse style development will be spread across two parcels, 28 Walnut and Community Place. The Community Place parcel was subdivided from the Central Avenue School to create Block 1601, Lot 1, and the driveway will be accessed from Community Place. 28 Walnut is currently home to the Madison Civic Center and is Block 1601, Lot 42, and will be accessed from Walnut Street. The Civic Center will be demolished to make way for the development. As illustrated in the enclosed drawings, Buildings A, B, C, and D are located on 28 Walnut (site 1) with 4, 9, 9, and 8 units respectively. Building A is home to a community room and management office as well. Buildings A and D are two stories and B and C are three stories. The site has a total of 30 units and 47 parking spots. Buildings E, F, and G are located on Community Place (site 2) with 5, 4, And 5 units respectively. All three buildings are two stories. The site has a total of 14 units and 21 parking spaces. Collectively, both developments yield a total of 44 units and 68 parking spots. The project will be built to Passive House standards and will aim to achieve Net Zero energy with the use of on-site energy generation through solar panels. There are also EV ready spaces contemplated to further enhance the development’s green credentials. The community will be 100% affordable for low and moderate-income households at 60% AMI or less. There will be five (5) units set aside for special needs homeless residents. There will be one (1) unit set aside for the live-in superintendent.

ENVIRONMENTAL CERTIFICATION 

The County of Morris certifies to HUD that John Krickus, Certifying Officer, in his capacity as Director of the Morris County Board of Commissioners, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS 

HUD will accept objections to its release of funds and the County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County; (b) the County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and shall be addressed to the Newark Field Office of Community Planning and Development (CPD), by email to [email protected] Potential objectors should contact HUD Newark via email to verify the actual last day of the objection period.

CV EMERGENCY SOLUTIONS GRANT (ESG-CV) REVISED BUDGET NOTICE

Notice is hereby given that Morris County Department of Human Services, Division of Community & Behavioral Health Services, Office of Community Development is amending its Emergency Solutions Grant (ESG-CV) budget. This funding is authorized by the FY2020 CARES Act supplemental funding legislation.

The County has identified additional operating expenses incurred by its emergency shelters during the COVID-19 pandemic.  The revised program budget is as follows:

Emergency Shelter - $738,307.00

Street Outreach - $126,000.00

Rapid Rehousing $ 977,616.00

Homeless Prevention $ 25,000

Administration $ 157,199.00

Homeless Prevention and Rapid Rehousing expenses include rental assistance, rental arrears, utility assistance and utility arrears for homeless individuals and families or households at-risk of experiencing homelessness. Emergency Shelter expenses include payment of bed nights, motel nights, staff time used to operate emergency shelter programs, and other expenses related to needs while in emergency shelter situations.

Administrative expenses include staff time to administer and implement the program in accordance with federal regulations.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the name of the County of Morris.

Request for release of funds

On October 11, 2022, the County of Morris will submit a request to the Department of Housing and Community Development for the release of grant program funds under Section 18 of the U.S. Housing Act of 1937, as amended in 1998, to undertake a project known as Madison Family.

The proposed new construction townhouse style development will be spread across two parcels, 28 Walnut and Community Place. The Community Place parcel was subdivided from the Central Avenue School to create Block 1601, Lot 1, and the driveway will be accessed from Community Place. 28 Walnut is currently home to the Madison Civic Center and is Block 1601, Lot 42, and will be accessed from Walnut Street. The Civic Center will be demolished to make way for the development. As illustrated in the enclosed drawings, Buildings A, B, C, and D are located on 28 Walnut (site 1) with 4, 9, 9, and 8 units, respectively. Building A is home to a community room and management office as well. Buildings A and D are two stories and B, and C are three stories. The site has a total of 30 units and 47 parking spots. Buildings E, F, and G are located on Community Place (site 2) with 5, 4, And 5 units respectively. All three buildings are two stories. The site has a total of 14 units and 21 parking spaces. Collectively, both developments yield a total of 44 units and 68 parking spots. The project will be built to Passive House standards and will aim to achieve Net Zero energy with the use of on-site energy generation through solar panels. There are also EV ready spaces contemplated to further enhance the development’s green credentials. The community will be 100% affordable for low and moderate-income households at 60% AMI or less. There will be five (5) units set aside for special needs homeless residents. There will be one (1) unit set aside for the live-in superintendent.

FINDING OF NO SIGNIFICANT IMPACT

The County of Morris has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is

The preparation of the Annual Plan is a requirement for direct assistance under certain HUD funding programs, including the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) Program. This notice also includes the proposed cancelation of prior year activities, including Daytop Village Facility Improvements from 2019 ($80,000 CDBG); and Hope House Operation Fix It from 2020 ($36,969.39 CDBG) and 2021 ($99,600 CDBG).

The County of Morris estimates receiving $1,980,557 of 2022 Community Development Block Grant (CDBG) funds and anticipated program income of $20,000 with $584,026 of prior year funds available to allocate. If the 2022 CDBG award is higher than the estimated amount, additional funds will be added to the Housing Rehabilitation Program. If the CDBG grant is lower than the estimated amount, awards will be reduced for all projects in proportion to the decrease. FY 2022 CDBG estimated awards include funding for the following project types:

  • Public improvements: $593,125
  • Public facilities: $568,401
  • Affordable housing and rehabilitation (includes service delivery): $709,863
  • Public services: $297,083
  • Program administration: $396,111

The County of Morris estimates receiving $848,575 of FY 2022 HOME Investment Partnerships Program funds with an additional $643,433 of prior year funds available to allocate. If the 2022 HOME grant is higher than the estimated amount, the additional funds will be reserved for future affordable housing development activities. If the HOME grant is lower than the estimated amount, awards for all projects will be reduced in proportion to the decrease.

FY 2022 HOME estimated awards include funding for the following project types:

  • Affordable housing development: $959,602
  • Tenant based rental assistance: $163,718
  • Community housing development organization activity (to be identified in future amendment to 2022 Action Plan): $283,831
  • Program administration: $84,857

The County of Morris estimates receiving $168,777 of FY 2022 Emergency Solutions Grant (ESG) Program funds. In the event the County receives a higher or lower FY 2022 ESG grant, the activity awards will be adjusted proportionately.

DISPLACEMENT POLICY

The County of Morris has established a policy on Displacement and Benefits. This policy applies to all involuntary, permanent displacement resulting from CDBG activities. As a policy, the County will minimize displacement by limiting activities to those that do not require displacement. If displacement is required, the County will comply with the Uniform Relocation Act (URA). If the URA is not applicable, the County will provide reasonable benefits including prompt notification of possible relocation, referral assistance and advice and counseling if needed.

A PUBLIC HEARING AND A PUBLIC COMMENT PERIOD WILL BE HELD TO OBTAIN COMMENT ON THE 2021 ANNUAL ACTION PLAN AMERICAN RESCUE PLAN SUBSTANTIAL AMENDMENT

The Annual Action Plan is Morris County’s application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Block Grant Programs (CDBG, HOME and ESG). Morris County received an additional funding allocation through the American Rescue Plan Act (ARPA) to be administered through the HOME Investment Partnerships Program (HOME) to perform activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These funds are governed by HUD CPD Notice 21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program issued September 13, 2021.

Morris County conducted stakeholder consultations to identify unmet housing and service needs among qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. Based on this information, the county identified the following priority needs:

  • ●Development of affordable and accessible housing, including accessibility for persons with disabilities
  • ●Non-congregate shelter to provide more stabilized housing options for homeless individuals and families
  • ●Development of permanent housing with a strong supportive service component
  • ●Increased supportive service investments

 

Morris County’s HOME-ARP Allocation Plan proposes the following eligible activities and budget amounts:

A public hearing will be held for the purpose of obtaining public input on Monday, December 19, 2022 at 2:00pm. A draft of the Substantial Amendment, which includes the HOME-ARP Allocation Plan, will be available for public comment beginning Monday, December 5, 2022 through Tuesday, December 20, 2022. Emergency Solutions Grant

ESG is a reformatted version of the former Emergency Shelter Grant, which was modified as a result of the Homeless Emergency and Rapid Transition to Housing (HEARTH) Act of 2009. The new formula grant program provides assistance to organizations serving persons experiencing homelessness or at risk of homelessness.
