Man Charged with Kidnapping, Aggravated Assault, and Sexual Offenses

Morris County Prosecutor Robert J. Carroll, Chief of Detectives Robert McNally, Sheriff James Gannon, and Florham Park Police Chief Joseph Orlando announce the arrest of Jayshawn E. Moore, age 21, of Jersey City, on charges related to a Domestic Violence incident that occurred at the Fairleigh Dickinson University campus in Florham Park on Sunday, April 9, 2023.
It is alleged that on April 9, 2023, Moore, who is not affiliated with the University, forced an adult female victim known to him, into a dormitory room on the campus of Fairleigh Dickinson University in Florham Park. Once inside the room, it is alleged that he threatened the victim verbally and with a knife, and that he assaulted her physically and sexually over a number of hours.
Moore has been charged by complaint-warrant with the following crimes: two counts of first degree Kidnapping; four counts of first degree Aggravated Sexual Assault; second degree Aggravated Assault; second degree Burglary; third degree Terroristic Threats; third degree Possession of a Weapon for Unlawful Purposes; and fourth degree Unlawful Possession of a Weapon.
Moore was arrested on the above charges on Tuesday, April 11, 2023 in Elizabeth, NJ. Following his arrest, he was lodged at the Morris County Correctional Facility pursuant to the Criminal Justice Reform Act. A motion for Pretrial Detention was filed and a Detention Hearing has been scheduled for Monday, April 17, 2023.
Multiple law enforcement agencies contributed to this investigation and arrest, including the Florham Park Police Department, the Morris County Sheriff’s Office Crime Scene Investigation Unit, and the Morris County Prosecutor’s Office Sex Crimes/Child Endangerment Unit and Major Crimes Unit. Prosecutor Carroll, Sheriff Gannon and Chief Orlando credited the coordination of law enforcement on the municipal and county level in the effectiveness of this investigation and arrest. Prosecutor Carroll indicated: “We have all been working hard on perfecting our inter-agency methods and protocols which , when coupled with our professional relationships among our law enforcement personnel, result in an effective force multiplier when we are confronted with crimes of violence.”

New Jersey’s 1991 Prevention of Domestic Violence Act recognizes that domestic violence is a serious crime against society, that victims of domestic violence come from all social and economic backgrounds and ethnic groups, and that violent behavior against victims of domestic violence will not be excused or tolerated. Domestic violence includes crimes such as kidnapping, assault, sexual assault, and any crime involving risk of death or serious bodily injury, as committed by people who are, or were, in a family or romantic relationship or have ever lived together with the victim(s).

A criminal complaint is merely an accusation. Despite this accusation, the defendant is presumed innocent until he is proven guilty beyond a reasonable doubt in a court of law.
