Morris County Prosecutor Promotes Investigators

Morris County Prosecutor Robert J. Carroll and Chief of Detectives Christoph Kimker announce the promotion of members of the investigative team within the Morris County Prosecutor’s Office.

The following investigative members will be promoted and assigned as indicated:

  • Sergeant Anne-Marie Truppo will be promoted to the rank of Lieutenant and will be assigned to the Sex Crimes/Child Endangerment and Megan’s Law units. Lieutenant Truppo began her career with the Morris County Prosecutor’s Office in 2003 as a support staff member, and became a Detective in 2005, later assigned to the Narcotics/Gambling, Domestic Violence and Missing Persons units. In October 2008, Lieutenant Truppo was assigned to the Sex Crimes/Child Endangerment Unit, where she has spent the majority of her career, also serving as a Field Training Detective for the unit. In 2014, she was promoted to Detective Supervisor and then to Sergeant in 2017, being assigned to General Investigations Unit before being transferred back to supervise Sex Crimes/Child Endangerment Unit. Lieutenant Truppo holds a Bachelor of Science Degree from St. Joseph’s University, and attended post graduate studies at John Jay College of Criminal Justice. Having earned commendations, she also serves as a faculty member and instructor, and as a member for the MCPO Crisis Negotiation Team.
  • Detective Supervisor Spence Osaigbovo will be promoted to the rank of Sergeant and will be assigned to the Sex Crimes/Child Endangerment and Megan’s Law units. His law enforcement career began with the Teaneck Police Department in 2007, where he later served as a Field Training Officer and earned commendations. Sergeant Osaigbovo joined the Morris County Prosecutor’s Office in 2013 and was assigned to the Intelligence/Special Enforcement, Special Enforcement, Intelligence/Homeland Security, General Investigations and Sex Crimes/Child Endangerment units. While with the MCPO, he conducted numerous undercover operations involving CDS and firearms, and joined the statewide ICAC task force, resulting in the arrest of several child predators.  Sergeant Osaigbovo holds a Bachelor’s Degree and a Master’s Degree, and maintains leadership roles in several organizations.
  • Detective Martyna Ruminska will be promoted to the rank of Detective Supervisor and will continue to be assigned to the Sex Crimes/Child Endangerment Unit. Starting with the Morris County Prosecutor’s Office as a civilian, she was promoted to Detective in 2012 and later assigned to the General Investigations and Domestic Violence units. In 2014, Detective Supervisor Ruminska was assigned to the Special Enforcement Unit, where she served in an undercover capacity and earned commendations for her work in narcotics. She was assigned to the Sex Crimes/Child Endangerment Unit in 2017 and serves as a Field Training Officer and Human Trafficking liaison for Morris County. Detective Supervisor Ruminska has a Bachelor of Arts degree from Rutgers University.

Formal promotion ceremonies were held on September 7 and 13, 2021.
