Commissioners & Legislators Celebrate Chiefs Association Honorees

The Morris County Board of County Commissioners, state Sen. Anthony Bucco (25th), state Assemblywoman Aura Dunn (25th) and Morris County Sheriff James Gannon joined the Morris County Police Chiefs Association today in honoring Chester Police Chief Thomas Williver and William “Billy” Lockwood, the past president of the Morris County 200 Club.

Morris County Police Chiefs Association 2021 4.jpg Morris County Commissioner Thomas Mastrangelo presented special board resolutions recognizing Chief Williver for his role as the 2020 President of the Morris County Police Chiefs Association and Mr. Lockwood for being named the 2020 Honorary Chief of the Morris County Police Chiefs Association and his many years of work with the 200 Club.  Each of the two also were honored by Senator Bucco and Assemblywoman Dunn with a Joint Resolution of the New Jersey Legislature, and Sheriff Gannon presented them with plaques.

The presentations were made during the official installation of the Association’s 2021 Executive Board, an event postponed from December due to the COVID-19 pandemic and related state restrictions on gatherings. Mount Olive Police Chief Stephen Beecher, Jr. is the new president and presided over the ceremony held during a luncheon at the Park Savoy Estate in Florham Park.

Mr. Lockwood has been chairman and past-president of the 200 Club of Morris County, an organization celebrating its 40th Anniversary of supporting the families ofMorris County Police Chiefs Association 2021 5 resized.png Morris County police officers, fire fighters, emergency medical technicians, first responders and members of the New Jersey State Police serving Morris County who have died in the line of duty. He is a Mount Olive resident and marketing executive with The Padded Wagon Moving and Storage.

Chief Williver lead the Association through 2020 and the pandemic, enabling it to pursue its goals of securing and improving unity of action in all public safety matters and elevating the standards of the police profession among its members and the greater law enforcement community. He has spent 25 years in law enforcement, joining the Chester Township Police Department in 1999, and rose through the ranks to become police chief on April 1, 2015.

Chief Williver also oversaw the 2017 merger of the Chester Borough Police Department and Chester Township Police Department, when it was designated the Chester Police Department.
