Morris Hosts Tactical Response Training for School Resource Officers

Morris County Prosecutor Robert J. Carroll, Morris County Sheriff James Gannon, and 2023 President of the Morris County Police Chiefs Association, Mendham Township Police Chief Ross Johnson, made opening statements at the Law Enforcement Active Assailant in the School Environment Program on April 3, 2023. Aimed at school resource and municipal officers, the two-day program was hosted by the Morris County Office of Emergency Management / Emergency Medical Services and Special Operations Group (SOG), in partnership with the Morris County Prosecutor's Office, Morris County Sheriff's Office Emergency Response Team (SERT), Morris County Police Chiefs Association, and Morris County School Superintendents.

The tactical training featured classes by Medicine in Bad Places organization and RANT Strategies, the MCSO’s RSVP-3 (Responsible School Violence Prevention, Preparation and Protection) tactics program, and an exercise at the Morris Plains Borough School when the school was not in session. The program’s goal was to strengthen the capacities of Morris County’s multiple law enforcement agencies to respond to emergency situations and build upon the Rescue Task Force Program that integrates EMS and Fire first responders into large-scale events requiring immediate life-saving medical intervention.

Prosecutor Carroll said, “Recent incidents at a few of our schools were neutralized thanks to the vigilance of school staff and a quick response from municipal and school resource officers. Morris County law enforcement’s strongest asset is our collaboration, and this training seeks to reinforce best practices for those tasked with protecting our schools. I thank the Morris County Office of Emergency Management / Emergency Medical Services and Special Operations Group for making this training possible.”
