Morris County is home to over 30 advisory boards, commissions, authorities, and statutory agencies.

  • Advisory Committees make recommendations to the Board of County Commissioners on Historic Preservation, Flood Mitigation, Mental Health services, MAPS, Human Services, and other county agencies.
  • Authorities & Commissions include the Heritage Commission, Housing Authority, Human Relations Commission, Improvement Authority, Municipal Utilities Authority, and Park Commission.
  • Statutory Agencies are required by the State of New Jersey. They include the Agriculture Development Board, Construction Board of Appeals, Board of Elections, Planning Board, Prosecutor's Office, Board of Taxation, and Vocational School Board.

The County Alliance Steering Subcommittee is responsible for the development of an overall countywide plan specifically for the expenditures of the Municipal Alliance funds on an annual basis. The CASS is also responsible for ensuring that the Municipal Alliance programs are consistent with the fiscal guidelines and directives of the Governor’s Council on Alcoholism and Drug Abuse (GCADA).

Flood Mitigation Committee

The Flood Mitigation Committee reviews municipal applications for the acquisition and permanent preservation of flood-prone residential properties. The Committee then makes funding recommendations to the Board of County Commissioners. Meetings are held on a monthly basis.

The Heritage Commission encourages a broad awareness of the county’s history by publishing books, brochures, and other materials, and sponsoring seminars and exhibits. Serves as a clearinghouse for historic preservation groups in the county. Ensures the preservation and accessibility of the county’s archives for the benefit of genealogists, historians, and students.

The Municipal Utilities Authority is responsible for solid waste management, recycling services, and water supply planning. Operates transfer station system, household hazardous waste disposal facility and programs, recycling center, curbside recycling collection program, and administers regional composting facilities. Develops and operates the county well fields and potable water distribution system.

The Park Commission oversees one of the finest park systems in New Jersey. Provides over 13,000 acres of specialized park areas and facilities for recreational, leisure time and educational needs of 3 million annual visitors. Includes ice skating arena, outdoor education centers, arboretums, golf courses, a marina, swimming-boating areas, trails (including one for the blind), paracourse fitness trails, camping facilities, a living farm, an operating mill, riding stable and concerts. Offers nature study and horticultural education classes in its education center.

The Agriculture Development Board oversees the farmland preservation program. The program enables the County to offer farm owners the opportunity to preserve their farms while continuing to own and maintain them.

Ten-member volunteer (5 regular and 5 alternate positions) Construction Board of Appeals hears appeals from municipal construction code decisions and violations.

The Prosecutor is the county’s chief law enforcement officer. Sets policy and direction for law enforcement in Morris County. Assisted by investigators, assistant prosecutors and support staff. Operates Major Crimes, Domestic Violence, Megan’s Law, Sex Crimes/Child Abuse, Juvenile/Missing Persons, Special Enforcement, Victim Services, Trial Teams, and Fraud/Confidential units. The Morris County Tax Board maintains all county records of taxable real estate. Sets tax rates and equalization ratios. Supervises and directs all municipal tax assessors. Reviews assessments and orders reevaluations when necessary. Rules on appeals filed by taxpayers on assessments.
