Professional Services 

Special Counsels

On an annual basis, the County of Morris issues an invitation to submit proposals from attorneys licensed to practice in the State of New Jersey to provide professional legal services to the County of Morris on an as-needed basis at a fixed rate currently $120.00 per hour.

The attorneys who submit proposals are evaluated by a committee established by the Morris County Counsel. Attorneys are then recommended by the County Counsel to the Morris County Board of County Commissioners for the award of a one year contract as Special Morris County Counsel.

These attorneys form a panel from which case assignments are made based on the County’s needs and the attorney’s experience and area of expertise. Assignments are on an as-needed basis and inclusion on the Special Counsel list does not guarantee any assignment of work.

However, placement on the Special Counsel list is required in order to receive case assignments from either the County Counsel’s Office or from the Morris County Insurance Fund Commission.

Bond Counsels

On an annual basis, the County of Morris issues an invitation to attorneys and law firms with public sector bond expertise to submit proposals to provide professional bond counsel services to the County of Morris on an as-needed basis.

The firms which submit proposals are evaluated by a committee established by the Morris County Counsel. Attorneys are then recommended by the County Counsel to the Morris County Board of County Commissioners for the award of a one year contract as Bond Counsel.

These attorneys/firms form a panel from which case assignments are made based on. the County’s bonding needs. Assignments are on an as-needed basis and inclusion on Bond Counsel list does not guarantee any assignment of work.

However, placement on the Bond Counsel list is required in order to receive bonding assignments.

Title Insurance Companies

On an annual basis, the County of Morris issues an invitation to professional title insurance agents licensed to practice in the State of New Jersey to submit a proposal to provide such professional services on an as-needed basis to the County of Morris.

Persons or firms who submit proposals are evaluated by a committee established by the Morris County Counsel. The committee recommends proposals for award of one year contracts to the Morris County Board of County Commissioners.

The County has need for title insurance services in connection with the acquisition of real estate interests by the County.

Inclusion on the list of title insurance agents is no guarantee of assignment of work which is on an as needed basis.

Right-of-Way Negotiators and Real Property Appraisal Services

On an annual basis, the County of Morris issues an invitation to professional Right-of-Way Negotiators and Real Property Appraisal Services qualified in the State of New Jersey to submit proposals to provide such professional services on an as needed basis to the County of Morris at a fixed hourly rate currently $110 per hour.

Persons or firms who submit proposals are evaluated by a committee established by the Morris County Counsel, the Morris County Administrator and the Morris County Engineer. The committee recommends proposals for award of contracts to the Morris County Board of County Commissioners.

The County has a need for appraisers and right-of-way negotiators in connection with the acquisition of real estate interests by the County typically related to road or bridge improvements.

Inclusion on the list of negotiators/appraisers is no guarantee of assignment of work which is on an as needed basis.

Certified Court Reporters

On an annual basis, the County of Morris issues an invitation to professional certified court reporters licensed by the State of New Jersey Board of Court Reporting to submit a proposal to provide such court reporting services on an as needed basis to the County of Morris.

Persons or firms who submit proposals are evaluated by a committee established by the Morris County Counsel, the Morris County Administrator and the Morris County Risk Manager. The committee recommends proposals for award of one year contracts to the Morris County Board of County Commissioners.

The County has need for court reporters in connection with litigation and certain public hearings involving the County. Inclusion on the list of certified court reporters is no guarantee of assignment of work which is on an as needed basis.
