Morris County Prosecutor’s Office Promotes 8 Investigative Officers

Morris County Prosecutor Robert J. Carroll, First Assistant Prosecutor Maggie Calderwood, and Chief of Detectives Robert McNally announce the promotion of eight members of the agency’s investigative team. A formal ceremony was held on September 10, 2025, at the Commissioners Public Meeting Room.
James Bruno was promoted to the rank of Captain, and will command the Special Operations Division. He previously held the rank of lieutenant.
Capt. Bruno began his career with the Morris County Prosecutor’s Office in March 2009, and has been assigned to the Special Enforcement Unit, Sex Crimes/Child Endangerment Unit, Major Crimes Unit and General Investigations Unit as a Detective. Within the Special Enforcement Unit, he was promoted to Detective Supervisor in 2016, subsequently to Sergeant, and later promoted to Lieutenant in July 2023.
Capt. Bruno has been the case agent and assisted with numerous high-profile investigations, to include distribution and trafficking of narcotics and firearms, auto thefts, fugitives, homicides, vehicular homicide, sexual assaults, police-involved shootings, armed robberies, fatal overdoses, and various other death and violent crimes. He has been responsible for overseeing and commanding several large-scale arrest, search warrant and interdiction-style operations, and has received multiple commendations, awards, and unit awards from various associations regarding these investigations. Capt. Bruno has been the project director on State and Federal grants, securing over one million dollars in funding, which has assisted with the purchase of various types of equipment and vehicles utilized by the Special Operations Division.
Capt. Bruno instructs officers from throughout the County and State in the field of narcotics and tactical operations, specifically at Top Gun, and has graduated from multiple leadership courses, including the New Jersey Chiefs Association Command and Leadership course, the Penn State Justice and Safety Police Executive Development Course, and the FBI-LEEDA Leadership Trilogy Course. He is the Commander of the Tactical Narcotics Team, and a member of the Crisis Negotiation Team, Rapid Deployment Team, and United States Marshals Task Force.
Spence Osaigbovo was promoted to the rank of Lieutenant and will be assigned to the Sex Crimes/Child Endangerment Unit.
Lt. Osaigbovo’s law enforcement career began with the Teaneck Police Department in July 2007 as a patrol officer. He was later selected and assigned as a Field Training Officer. He earned numerous letters of commendation, and was awarded two honorable service awards by the PBA 215.
Lt. Osaigbovo joined the Morris County Prosecutor’s Office in August 2013 and during his tenure, has been assigned to the Intelligence/Special Enforcement, Special Enforcement, Intelligence/Homeland Security, General Investigations, and Sex Crimes/Child Endangerment units. While with the agency, he participated in numerous undercover investigations and negotiated the purchase of controlled dangerous substances and firearms, and has been assigned as a surveillance team leader, wire room supervisor, team leader of an FBI Human Trafficking Task Force, and as Plant Manager supervising 13 Morris County Prosecutor’s Office Detectives and Task Force Officers. He played a vital role in the investigation of a drug-induced death investigation, wherein he identified a heroin stamp and its dealer, resulting in the dealer’s arrest for first-degree Strict Liability Drug-Induced Death by the Morris County Prosecutor’s Office Major Crimes Unit. He also played a significant role in the creation of the Internet Crimes Against Children (ICAC) Task Force. He joined the statewide ICAC task force, wherein he assisted in operation “Open House,” operation “Home Alone,” and operation “Open Door,” which led to the arrest of several child predators. Under his most recent supervision with the Financial Crimes Unit, the unit recovered over $21 million in victims’ funds in a two-year period. Lt. Osaigbovo holds a Bachelor’s Degree in Criminal Justice Courts and Administration and a Master’s Degree in Management.
Promoted to Sergeant were Lydia Negron and Martyna Ruminska. Both previously held the rank of Detective Supervisor.
- Sgt. Negron will be assigned to the Family Division.
Sgt. Negron was hired by the Morris County Prosecutor’s Office as a certified Bilingual Transcriber in February 2009, assisting various units with bilingual needs and supervising all transcription/transcriber assignments. In March 2013, she was hired as a Detective.
Sgt. Negron has led numerous investigations, including wiretaps, undercover operations, and surveillance operations. Some of her responsibilities have included interviewing suspects, victims, and witnesses; handling informants; assisting municipalities and other agencies with surveillance; execution of search warrants; and coordination between law enforcement agencies. She has obtained multiple confessions and child victim disclosures of abuse. She has been designated to supervise squads during takedown operations, and execution of search warrants, arrests, and has been placed in leadership positions during investigations. She has successfully investigated numerous cases which have resulted in charges that carried significant prison sentences.
During her tenure with the MCPO, Sgt. Negron has been assigned to the Sex Crimes/Child Endangerment, General Investigations, Juvenile/Missing Persons, Special Enforcement, Domestic Violence, and Megan’s Law units. She has received several awards and commendations. Sgt. Negron holds a Bachelor’s degree from Kean University, and has served as a faculty member for Top Gun and UNIT Classes.
- Sgt. Ruminska will be assigned to the Megan’s Law and ICAC units.
Joining the Morris County Prosecutor’s Office as a civilian, she was promoted to Detective in 2012. During her tenure, Sgt. Ruminska has been assigned to the Domestic Violence, Special Enforcement, and General Investigations units. She has worked numerous investigations involving the sexual abuse of children, aggravated assaults, burglary, and distribution of narcotics cases, resulting in numerous arrests and seizures. While with the Narcotics unit, she acted in an undercover capacity and was the case agent on numerous high-profile cases involving the distribution of narcotics and firearms. She has served in a team leader capacity during wiretap investigations conducted by the MCPO Narcotics Unit.
Sgt. Ruminska has worked assignments with various State and Federal task forces, including the FBI, DEA, and the New Jersey State Police. During her most recent assignment with the Sex Crimes/Child Endangerment Unit, she was the case detective in State vs. Goodridge, who was charged with four counts of human trafficking of a 31-year-old female victim out of Parsippany. She has been a driving force behind the creation of the ICAC Task Force, and she remains actively involved in enhancing collaboration with other agencies to combat online crimes against children.
Sgt. Ruminska is “Finding Words” certified and has conducted hundreds of child interviews relating to sexual assault and physical abuse. She earned a degree in Criminal Justice from Rutgers University and has attended the Division of Criminal Justice Academy in Sea Girt.
Investigative staff members promoted to Detective Supervisor were Melissa Atoche, Kerri Griffin, Dakota Keyworth, and Ryan Thomas. All four previously had held the rank of Detective.
- Det. Supervisor Atoche will be assigned to the Sex Crimes/Child Endangerment Unit.
Det. Supervisor Atoche began her law enforcement career in 2017 with the Morris County Prosecutor’s Office as a Detective. She was briefly assigned to the Pre-Trial Services and the General Investigations units, before being transferred to the Sex Crimes / Child Endangerment Unit, and later, the Major Crimes Unit. She was part of an investigation where multiple victims of sexual assault in Morris County were identified, as well as additional victims of invasion of privacy across the country, resulting in the defendant being charged as the leader of a child pornography network. Det. Supervisor Atoche earned her Associate’s Degree in Criminal Justice from the County College of Morris, and her Bachelor’s Degree in Criminology Florida State University, with a minor in Psychology.
- Det. Supervisor Griffin will continue to be assigned to the Intelligence/Homeland Security Unit. Also assigned to the Auto Theft Task Force, she investigates threats to critical infrastructure and collaborates with federal, state, and municipal partners on issues involving both domestic and international terrorism. She also leads investigations into motor vehicle thefts, burglaries, and home invasions.
Det. Supervisor Griffin began her career with the Morris County Prosecutor’s Office in 2014 as a member of the support staff. In 2017, she was promoted to Detective and assigned to the Pre-Trial Investigations Unit. Since then, she has served on the General Investigations Unit, Domestic Violence Unit, and the Special Enforcement Unit/Narcotics Task Force. Det. Supervisor Griffin earned her Bachelor’s degree in Criminal Justice from Kean University. She is a member of the Crisis Negotiation and Tactical Narcotics teams.
- Det. Supervisor Keyworth will continue to be assigned to the Major Crimes Unit.
Detective Supervisor Keyworth served in the United States Army National Guard and deployed to Afghanistan in support of Operation Enduring Freedom. He began his career in law enforcement in 2014 with the Town of Dover Police Department, where he served in the Patrol Division and Detective Bureau. He joined the Morris County Prosecutor’s Office in 2022, and has been assigned to the General Investigations Unit, Sex Crimes / Child Endangerment Unit, and later, the Major Crimes Unit.
- Det. Supervisor Thomas will continue to be assigned to the Insurance Fraud/Financial Crimes Unit. Det. Supervisor Thomas began his career law enforcement in June 2017 as a police officer with the East Orange Police Department, following in the footsteps of his father. Shortly after, he transferred to the Rutgers University Police Department - Newark Division. He joined the Morris County Prosecutor’s Office in May 2020 as a Detective. Since joining the agency, he has been assigned to the General Investigation Unit, Domestic Violence Unit and Financial Crimes Unit. During his tenure with the MCPO, he most notably contributed to the investigation and prosecution of State v. Chancelle Ibinb Young and State v. Jermel Pledger, both cases of which resulted in lengthy New Jersey State Prison sentences. As an on-call duty, he assisted municipal agencies with successfully locating numerous missing persons, and most notably, the location of Cheng Hsiao and her two children. Assigned to the Financial Crimes Unit in July 2023, he along with the legal, investigative, and support staff members of his unit, contributed to the successful investigation and prosecution of numerous cases. Most notably, State v. Carla Tiago, State v. Danielle & Richard Williams, and State v. Melissa Rivera. Throughout his time in the unit, he has seized and returned over 14 million dollars to victims. Together with Assistant Prosecutor Christine Lopez, Det. Supervisor Thomas has hosted over 40 anti-financial crime presentations throughout the state to members of law enforcement, attorneys, and the public. Det. Supervisor Thomas is a certified Police Training Commission Instructor and Anti-Money Laundering Specialist, and a member of the Crisis Intervention Team and the New Jersey State Elder Fraud Task Force.

Those promoted had undergone a rigorous appraisal process, and have demonstrated their aptitude for taking on their new roles. I am confident that we have selected the most-qualified investigative administrators to advance the current needs and objectives of the Morris County Prosecutor’s Office.”
