MORRIS COUNTY BOARD OF ELECTIONS NOTICE REGARDING THE INSPECTION OF TIMELY POSTMARKED MAIL-IN BALLOTS AND VOTED PROVISIONAL BALLOTS
SPECIAL PRIMARY ELECTION FOR U.S. HOUSE OF REPRESENTATIVE, 11TH CONGRESSIONAL DISTRICT – FEBRUARY 5, 2026
The Morris County Board of Elections Administrator, Dale A. Kramer, wishes to inform you that the Board of Elections will have the February 5, 2026 Special Primary Election Timely Postmarked Mail-In Ballots and Voted Provisional Ballots available for review ONLY by Authorized Challengers at 10 Court Street, Morristown NJ 07960.
If you wish to review specific Mail-In Ballots, please contact the Morris County Board of Elections at 973-285-6715 at least 24 hours prior to Thursday, February 12, 2026. Each challenged ballot will require the completion of a Challenge Form. Stripping of the certification from the non-challenged ballots will commence Friday, February 13, 2026. The hearing on Mail-In Ballot challenges will occur at the Board Meeting on February 13th.

On November 21, 2025, Governor Murphy issued a Writ of Election to fill the vacancy in the House of Representatives in the Eleventh Congressional District due to the resignation of the Honorable Mikie Sherrill.

Notice Regarding Electioneering
The Morris County Board of Elections has extended the distance within electioneering is prohibited from 100 feet to 200 feet
On July 8th, Governor Murphy signed into law S-3850, as P.L. 2025 c.92, which permits county boards of elections to extend the distance within which electioneering is prohibited. Prior law barred electioneering inside any polling place or room; within 100 feet of the outside the entrance to a polling location or room; and within 100 feet of a ballot drop box in use during an election. The new law permits the county board of elections the discretion to extend the distance from 100 feet to 200 feet. The Morris County Board of Election Commissioners has adopted the change and the distance has been increased to 200 feet and is effective immediately.
