These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of Morris.
REQUEST FOR RELEASE OF FUNDS
On or about March 24, 2026, the County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal Home Investment Partnership Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990 (Act), as amended, to undertake a project known as Randolph Mt. Freedom - Sussex Ridge Apartments for the purpose of the creation of affordable housing. The proposed project consists of the development of a portion of a vacant lot located on Sussex Turnpike in Randolph, NJ. The rear of the vacant lot is restricted based on a wetland’s determination. The buildable portion of the lot along the Sussex Turnpike frontage is proposed to be a 25-unit, affordable multi-family development consisting of (5) one-bedroom units, (12) two-bedroom units, (8) 3-bedroom units and a ground level amenity/community space. The building is planned to be a mix of 2 and 3 story, wood frame construction with a first-floor slab on grade. Parking will be on grade and consist of 50+/-spaces.

FINDING OF NO SIGNIFICANT IMPACT
The County of Morris has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. 07950 and may be examined or copied weekdays 8:30 A.M to 4:30 P.M.
PUBLIC COMMENTS
Any individual, group or agency may submit written comments on the ERR to Lauren Van Horne, Morris County Community Development Programs, PO Box 900, Morristown, NJ 07963, or by email lvanhorne@co.morris.nj.us. All comments received by March 23, 2026, will be considered by the County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The County of Morris certifies to HUD that Stephen H. Shaw, Certifying Officer, in his capacity as Director of the Morris County Board of Commissioners, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County; (b) the County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and shall be addressed to the Newark Field Office of Community Planning and Development (CPD), by email to CPDRROFNJN@hud.gov. Potential objectors should contact HUD Newark via email to verify the actual last day of the objection period.
