NOTICE OF INTENT TO REQUEST FOR RELEASE OF FUNDS

On or about March 31, 2026, the County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (P.L. 93‑383), as amended, and federal Home Investment Partnership Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990 (Act), as amended, to undertake the following activities:

Borough of Netcong - Water Street Infrastructure Improvement

 Proposed project activities include upgrading the watermain from a 4-inch line to a 6-inch line, enhancing water flow and service reliability; update and change the location of an existing fire hydrant; install a new standpipe connection from Lake Musconetcong to bolster  firefighting services in the area. The project activities will address water service issues for five residential houses at the end of Water Street. The project will simplify this by installing individual shut-off valves for each house. Additionally, one non-conforming water service line will be replaced to comply with new lead water service line regulations. Water Street's stormwater infrastructure will also be repaired and upgraded. This includes removing unnecessary and non-compliant inlets and updating existing inlets to meet the latest Tier A requirements. All damaged stormwater pipes will be removed and replaced. As part of the lake management program and Tier A requirements, catch basin will be installed to assist in cleaning stormwater before it enters Lake Musconetcong. Lastly, the project will expand DiRenzo Park's parking lot through the creation of ADA-compliant parking spaces to improve accessibility for all residents and visitors. The roadway will undergo pavement restoration to ensure a smooth and safe surface for vehicular and pedestrian traffic.

Borough of Rockaway - West New Street Watermain Improvement

 Replace the existing water main along West New Street, a stretch of approximately 1,010 linear feet will be replaced. The existing 4" cast iron water main on West New Street will be replaced with a 6" DIP watermain.

Estimated CDBG funding: $71,175

Borough of Victory Gardens - Improvements to Washington Ave

Proposed project consists of improvements along Washington Ave. Improvements include milling and paving Washington Avenue. Other work includes pavement base repairs, inlet repairs, curb replacement, speed table replacement and pavement striping.

Public Comments

Any individual, group or agency may submit written comments on the ERR to Lauren Van Horne, Morris County Community Development Programs, PO Box 900, Morristown, NJ 07963, or by email  lvanhorne@co.morris.nj.us. All comments received by March 30, 2026, will be considered by the County prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The County of Morris certifies to HUD that Stephen H. Shaw, Certifying Officer, in his capacity as Director of the Morris County Board of Commissioners, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County to use Program funds.

Objections to Release of Funds

HUD will accept objections to its release of funds and the County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:  (a) the certification was not executed by the Certifying Officer of the County; (b) the County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and shall be addressed to the Newark Field Office of Community Planning and Development (CPD), by email to CPDRROFNJN@hud.gov Potential objectors should contact HUD Newark via email to verify the actual last day of the objection period.
