Separate sealed proposals will be received by the Purchasing Agent of the County of Morris, New Jersey in the Office of Purchasing, Room 517, fifth floor, Administration & Records Building, Court Street, Morristown, New Jersey, on the date and at the time stated on the cover of this document, Eastern prevailing time (August, 20, 2026 at 12:00 PM).
Proposals for this solicitation are being solicited using the Fair & Open Request for Proposals process pursuant to N.J.S.A. 40A:11-23 et seq., and consistent with WIOA Sec. 107(d)(10)(E); 2 CFR 200.317–327; 2 CFR 200.313; 2 CFR 200.439; N.J.S.A. 40A:11-1 et seq.; Morris County Purchasing Policy XXIV(B); WD-PY24-5.1; WD-PY24-9; WD-PY25-8; WIOA Section 123 (29 U.S.C. § 3163); 20 CFR 681.400; 2 CFR Part 2900; WIOA Section 188; and 29 CFR Part 38.

The notice of this competitive contract shall be published in the County's official website https://www.morriscountynj.gov/Home. The proposal opening will occur publicly at the date, time, and place stated on the cover. At opening, the County will announce each proposer name and the proposal price in accordance with N.J.A.C. 5:34-4.3; evaluation and scoring will occur afterward.
P26-135 In-School Youth Program Services Supplemental — Workforce Development Board of Northwest New Jersey Request for Proposals for In-School Youth Program Services in Morris, Sussex, and Warren Counties under the Workforce Innovation and Opportunity Act (WIOA) of 2014, as amended.

Proposals shall be delivered to the Purchasing Agent either in person at the hour designated, or previous thereto, by delivery or mail, at the Morris County Purchasing Division, Room 517, Administration & Records Building, PO Box 900, Morristown, New Jersey 07963-0900. No proposals shall be accepted after the designated time, and Morris County will not assume responsibility for proposals forwarded by mail or delivery service, nor any other conveyance.
Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
This solicitation is issued through a fair and open process, in accordance with N.J.S.A. 19:44A-20.4 et seq.

The vendor shall maintain all documentation related to products, transactions, or services under any resulting contract for a period of not less than three (3) years from the date of submission of the final expenditure report, consistent with 2 CFR 200.334, or longer if required by an active audit, litigation, or investigation.
