The Morris County Communications Center is looking for an experienced candidate for a full time systems analyst position to provide technical to support staff and external agencies.
Essential Functions and Responsibilities
responsibilities include but not limited to:
- Provide technical support to Communication Center staff and external agencies.
- Install, configure, and update software, hardware and programs as needed.
- Monitor system performance while maintaining cybersecurity standards.
- Collaborate with management, external agencies and vendors to resolve technical issues.
- Assist in projects including upgrades, migrations and new implementations.
knowledge preferred
- Knowledge of Public Safety and Emergency Response Systems: In-depth understanding of the critical role of technology in 9-1-1 public safety operations, including Computer-Aided Dispatch (CAD), record management systems (RMS), and related emergency service software. This includes an understanding of the workflow from a 9-1-1 call to dispatch and incident resolution.
- Knowledge of Computer Hardware and Software: Comprehensive knowledge of desktop, laptop, and server hardware, as well as a wide range of operating systems (e.g., Windows, Linux) and applications. Expertise in troubleshooting and diagnosing hardware and software issues to ensure system uptime and reliability.
- Knowledge of Network Infrastructure: Thorough understanding of local area networks (LANs), wide area networks (WANs), network protocols (e.g., TCP/IP), and network security principles. Familiarity with network devices such as switches, routers, and firewalls as they relate to a public safety environment.
- Knowledge of Data Management and Databases: Proficient in database concepts, including data integrity, backup and recovery, and basic querying. Specific knowledge of how databases support CAD and other public safety systems is essential for maintenance and troubleshooting.

- Technical Troubleshooting Skills: Exceptional ability to identify, analyze, and resolve technical issues quickly and effectively. This includes troubleshooting complex problems with computer systems, peripherals, and specialized public safety software under high-pressure conditions to minimize downtime.
- System Maintenance and Administration Skills: Proven skill in performing routine and preventative maintenance on computer systems, servers, and software to ensure optimal performance. This includes applying patches, managing user accounts, and monitoring system logs for anomalies.
- Communication and Collaboration Skills: Excellent verbal and written communication skills for interacting with a diverse group of stakeholders, including dispatchers, law enforcement personnel, fire department staff, and other IT professionals. Skilled in translating complex technical concepts into clear, understandable terms.
- Documentation Skills: Strong ability to create and maintain accurate and detailed technical documentation, including system configurations, troubleshooting guides, and Standard Operating Procedures (SOPs).

- Ability to Maintain Confidentiality: Upholds the highest standards of confidentiality and discretion when handling sensitive data related to emergency calls, individuals, and ongoing public safety incidents.
- Willingness to Work Irregular Hours: The ability to work on-call and respond to emergencies outside of normal business hours, including nights, weekends, and holidays, to ensure continuous operation of critical systems.
Qualifications
Graduation from an accredited college/university with a Bachelor’s degree and two (2) years’ experience.
NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equivalent to one (1) year of experience.
