COVID-19: Gov's Order on Non-Essential Construction and Retail Stores

Governor's Executive Order Number 122

New Jersey Gov. Phil Murphy today issued expanded COVID-19 rules that impact Construction, Retail Store, and Warehousing and Manufacturing Operations. The following is a summary of the Governor's directives in Executive Order Number 122:(PNG, 54KB)

Closure of Non-Essential Construction -- Effective 8 p.m. Friday, April 10.

Exceptions include:

  • Projects at our hospitals and schools
  • Transportation and utility sectors
  • Building of affordable housing
  • Other individual housing sites that can adhere to strict limits on the number of workers on-site
  • Emergency repairs
  • Work needed to safely secure a construction site
  • Other limited instances to be spelled out in the order

New Guidelines for Essential Retail Stores

  • Essential retail must limit the number of customers in stores to 50 percent of approved capacity.
  • Customers and employees must wear face coverings
  • Stores must provide special shopping hours for high-risk individuals
  • Stores must erect physical barriers between customers and cashiers, and for baggers where practicable
  • Stores must regularly sanitize areas used by their employees

New Guidelines for Warehouses and Manufacturing Facilities
The order also will put greater protections in place for workers at warehouses and in manufacturing.

  • Social distancing must be practiced to its fullest possible extent.
