Personal Care Services to Resume on Monday (June 22)

Gov. Phil Murphy's Executive Order No. 154 allows personal care service businesses to reopen on Monday (June 22), with first appointments allowed as early as 6 a.m.(JPG, 143KB)

But all businesses must fully comply with state COVID-19 health standards, such as wearing face coverings, issues by the state Division of Consumer Affairs and Department of Health (see below).

Under the Governor's Executive Order, the following businesses can reopen:

  • Barber shops;
  • Beauty salons;
  • Cosmetology shops;
  • Electrology facilities;
  • Hair braiding shops
  • Massage parlors;
  • Nail salons;
  • Spas, including day spas and medical spas, at which solely elective and cosmetic procedures are performed;
  • Tanning salons;
  • Tattoo parlors.

To resume business, hair and beauty shops must adhere to comprehensive health and safety standards issued in an Administrative Order issued by the state Division of Consumer Affairs. The state Department of Health's Executive Directive covers tattoo parlors, tanning salons, and spas/massage parlors.

Safeguards include:

  1. Limiting services to appointment-only;
  2. Performing health screening, including temperature checks, on clients and staff prior to entry to the facility;
  3. Requiring use of personal protective equipment, and requiring clients to wear face coverings at all times, regardless of the service they are receiving, unless face down on a massage table or where doing so would inhibit an individual's health;
  4. Ensuring that all staff-client pairs maintain at least six feet distance between other staff-client pairs, unless separated by physical barriers;
  5. Adopting enhanced cleaning and disinfection practices; and
  6. Staying informed about developments and guidance related to COVID-19.

Cosmetology schools or other places that provide instruction and training for personal care services shall remain closed at this time.
