Assistant Prosecutor Honored as Recovery Court Hero

Morris County Prosecutor’s Office Assistant Prosecutor Julian Lockett Hill Jr. was honored as the Recovery Court Hero for Morris County at the statewide Recovery Court Education Conference on September 24, 2025 in Newark. The event was hosted by the New Jersey Judiciary - Administrative Office of the Courts.
Assistant Prosecutor Hill was recognized for his unwavering dedication, hard work, and steadfast commitment to the success of the Morris County Recovery Court program and its participants. He is the longest-tenured member of the MCPO Recovery Court team. His tireless efforts and compassionate approach have played a vital role in the support of individuals on their journey to recovery, and in creating a lasting impact on our community.
As part of his recognition, a Morris County alumni addressed the session about her experience in the program, and credited AP Hill’s dedication with saving her life.
Operating within the Superior Court, the Recovery Court program was established to offer non-violent drug defendants treatment, as opposed to incarceration. Individuals undergo a rigorous program in five phases of intensive probation supervision, frequent drug testing, and virtual court appearances. This level of supervision permits the program to support the recovery process but also allows supervisors to react quickly to impose appropriate therapeutic sanctions or to reinstate criminal proceedings when participants do not comply. If the individuals complete the program and reach graduation, they pay their fines and restitution. They can also apply to have certain convictions expunged, offering them an opportunity to re-enter society as a citizen without the stigma of such a conviction.
In Morris County, Recovery Court graduations are typically held twice a year. Previously named Drug Court, the program began in Camden and Essex counties in 1996, and were expanded statewide in April 2002 when Morris and Sussex counties joined.
