The preparation of the Annual Plan is a requirement for direct assistance under certain HUD funding programs, including the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) Program. This notice also includes the proposed cancelation of prior year activities, including Daytop Village Facility Improvements from 2019 ($80,000 CDBG); and Hope House Operation Fix It from 2020 ($36,969.39 CDBG) and 2021 ($99,600 CDBG).
The County of Morris estimates receiving $1,980,557 of 2022 Community Development Block Grant (CDBG) funds and anticipated program income of $20,000 with $584,026 of prior year funds available to allocate. If the 2022 CDBG award is higher than the estimated amount, additional funds will be added to the Housing Rehabilitation Program. If the CDBG grant is lower than the estimated amount, awards will be reduced for all projects in proportion to the decrease. Of the total funds expected to be available for 2022 activities (exclusive of program administration), 100 percent will be used for activities that benefit low/moderate income persons. Under the Morris County Community Development Program, County-wide project locations exclude Dover and Parsippany Troy-Hills.
FY 2022 CDBG estimated awards include funding for the following project types:
- Public improvements: $593,125
- Public facilities: $568,401
- Affordable housing and rehabilitation (includes service delivery): $709,863
- Public services: $297,083
- Program administration: $396,111
The County of Morris estimates receiving $848,575 of FY 2022 HOME Investment Partnerships Program funds with an additional $643,433 of prior year funds available to allocate. If the 2022 HOME grant is higher than the estimated amount, the additional funds will be reserved for future affordable housing development activities. If the HOME grant is lower than the estimated amount, awards for all projects will be reduced in proportion to the decrease.
FY 2022 HOME estimated awards include funding for the following project types:
- Affordable housing development: $959,602
- Tenant based rental assistance: $163,718
- Community housing development organization activity (to be identified in future amendment to 2022 Action Plan): $283,831
- Program administration: $84,857
The County of Morris estimates receiving $168,777 of FY 2022 Emergency Solutions Grant (ESG) Program funds. In the event the County receives a higher or lower FY 2022 ESG grant, the activity awards will be adjusted proportionately.
FY 2022 ESG estimated awards include funding for the following project types:
- Emergency Shelter: $86,750
- Homeless Prevention: $35,000
- Rapid Rehousing: $32,511
- Street Outreach: $14,516
DISPLACEMENT POLICY
The County of Morris has established a policy on Displacement and Benefits. This policy applies to all involuntary, permanent displacement resulting from CDBG activities. As a policy, the County will minimize displacement by limiting activities to those that do not require displacement. If displacement is required, the County will comply with the Uniform Relocation Act (URA). If the URA is not applicable, the County will provide reasonable benefits including prompt notification of possible relocation, referral assistance and advice and counseling if needed.

The public is invited to comment on the reallocation of $38,600 in CDBG funds remaining from completed and canceled activities to the Boonton Kanouse Playground project. The Kanouse Playground was originally funded in FY 2019.
The County will cancel the 2021 project for Zufall to rehabilitate the 2nd story. This project has been funded through the CDBG CV allocation the county received. FY 2021 funding from this project will be in part used for the Kanouse Playground project. Funds were reallocated to several other activities in 2021 that are not substantial amendments. Remaining funds will be reallocated to the Housing Rehabilitation program.

The Community Development Revenue Sharing Advisory Committee (CDRS) will hold a Public Hearing following each recommended Orientation Meeting on November 9, 2021. The hearing will provide an opportunity to:
- Obtain the views and comments of individuals and organizations concerning the County's housing and community development needs. The information gathered will be used in the preparation of the Annual Plan elements for Fiscal Year 2022 CDBG, HOME and ESG Programs.
- Provide an opportunity for citizens and organizations, non-profits and participants to make requests for funding for projects or suggest activities that could be funded with CDBG, HOME and ESG funds that would meet community needs.
- Review the County’s CDBG Programs and provide an opportunity for the public to comment on program performance.
In addition, this pubic hearing will address a substantial amendment to 2018 HOME funding. The HOME Amendment will make an additional $48,020.92 available to the Madison Housing Authority for the conversion of the John St. Apartments from 2 units to 4 units for cost increases due to Covid. The Amendment will be on display for 30 days on the county website and comments received through November 30, 2021 as shown below.
